Invitation to tender for the provision of food for volunteers for the 2014 Giro d’Italia

1. Context

Volunteer Now was launched on 01 April 2010 as the result of a merger between the Volunteer Development Agency and nine volunteer centres in Northern Ireland. It is the only organisation in Northern Ireland which works to integrate the regional to local volunteering infrastructure. Through its support for volunteering, Volunteer Now delivers a dynamic, cohesive and quality assured service across Northern Ireland.

The Giro d’Italia is a multiple stage bicycle race held for professional cyclists over a three week period in May annually. The Giro is hosted primarily in Italy; however since 1996 the Grande Partenza (the Big Start) has been hosted outside Italy, most recently in Denmark in 2012. The Grande Partenza is the opening stage of the Giro which lasts six days. A successful bid was made to host the Giro with the proposal for the 2014 Giro Grande Partenza to come to Belfast and Dublin in 2014.

Volunteer Now is leading on the Volunteer Programme for the 2014 Giro d’Italia Big Start 2014. This includes the recruitment, selection, training and management of volunteers for the successful delivery of the Giro.

Volunteers, directly or indirectly, will impact on the experience of every cyclist, spectator, visitor, sponsor, media and the Northern Ireland wider community. The involvement of volunteers offers tremendous potential to build on the legacy created by the 2013 World Police and Fire Games, harness a sense of community spirit in Northern Ireland and shape a new legacy to showcase Northern Ireland on a local, national and international stage raising the profile and changing perceptions, both in terms of a great venue for cycling, as well as a place to visit.

The provision of good quality, timely food will help the volunteers to have a better experience and to make sure they are able to support the delivery of the Big Start 2014.

2. Contract Requirements

Volunteer Now is seeking to appoint one or more supplier that can provide, A or B, or both, below. We would be content to receive consortium bids or for organisations to bid for only one part of our requirements:

1. A portable, packed meal for the volunteers between 3rd May 2014 and the 11^th May 2014 to include the following:

1. One round of sandwiches with a mixture of fillings which can be eaten up to 5 hours after distribution to the volunteers
2. A piece of fruit
3. A bottle of water
4. One piece of confectionary eg chocolate bar

2. A warm bacon/sausage bap and tea and coffee to volunteers as breakfast on two of the days across three locations each day. Provision will also need to be included for a small number of vegetarians. Space is available at each venue for mobile provision. Timing for provision of breakfast will be limited.

Delivery/provision will be required at a number of locations on different days. All deliveries will be time sensitive because of road closures and the requirement to ensure volunteers are in position on time. Central Belfast delivery will be to one point.

The evaluation will be based on a number of key considerations:

• Ability of the supplier to deliver an end to end product on time, on budget and in scope.
• Contingency plans to guarantee delivery on time, on budget and in scope.

3. Timescales/Deliverables

Please note that these numbers are indicative and are subject to change at Volunteer Now’s discretion.

4. Budget

The maximum budget, including VAT, for this tender is:

• £5 per packed meal, including all four components,
• £4 per breakfast including tea and coffee.

Volunteer Now reserves the right to reduce payment should agreed timescales not be met.
